        the interests of the Sorbs/Wends.


        (3)  The Commissioner for Sorbs/Wends Affairs represents the interests of the Sorbs/Wends. She or
        he is the contact person for the Sorbs/Wends and promotes a prosperous coexistence between the

        Sorbian/Wendish and non-Sorbian/Non-Wendish population. The full-time commissioner of a district
        also supports the municipalities, municipal associations and offices in Sorbian/Wendish matters.
        The office of the Commissioner shall be located at the seat of the respective administration. Section
        19 (2) and (3) of the Local Government Constitution of the State of Brandenburg shall apply mutatis
        mutandis to the commissioner. The provisions of the Law on Municipal Joint Cooperation in the

        State of Brandenburg shall remain unaffected.

                                                             § 7
                                                           Culture

        (1)  The state of Brandenburg protects and promotes the Sorbian/Wendish culture. The state fulfills
        its obligation to promote Sorbian/Wendish culture in particular through its participation in the
        Foundation for the Sorbian People.

        (2)  The municipalities and municipal associations in the ancestral settlement area include
        Sorbian/Wendish culture appropriately in their cultural work. They promote Sorbian/Wendish art and
        customs as well as a coexistence of their inhabitants characterized by tradition, tolerance and

        mutual respect.

                                                             § 8
                                                         Language

        (1) The country recognizes the Sorbian/Wendish languages, especially Lower Sorbian, as an
        expression of the spiritual and cultural richness of the country and encourages their use. Their use
        is free. Their use in speech and writing in public life is protected and encouraged.

        (2) In the ancestral settlement area, every inhabitant has the right to use the Lower Sorbian
        language with authorities of the state, the corporations, institutions and foundations under public law

        subject to its supervision, as well as before administrations of municipalities and municipal
        associations. If he or she makes use of this right, this has the same effects as if he or she were
        using the German language. Requests presented in Lower Sorbian can be answered and decided in
        Lower Sorbian. Cost burdens or other disadvantages must not arise for the resident as a result.


                                                             § 9
                                                   Research and teaching

        The state supports research and teaching in the field of the Lower Sorbian language and the history

        and culture of the Sorbs/Wends. It works closely with the Free State of Saxony in this area.
